The Single European Act (SEA) was adopted in December 1985 by the Foreign Ministers of the Member States on the basis of the political agreement achieved in the Luxembourg European Council dated 02- 03.12 1985.
After the Danish Parliament rejected the draft Act by 80 votes to 75 on 21.01.1986, the Danish Government called a national referendum, in which 56.2 % of the Danish population voted in favour of the Treaty on 27 February 1986.

At the end of January 1986 the Council fixed 17 February as the date for the signing of the SEA. But only Belgium, Germany, France, Ireland, Luxembourg, the Netherlands, Portugal, Spain and the United Kingdom signed the SEA in Luxembourg on this determined date.
Two days after the positive Danish referendum, Italy, Greece and Denmark signed the Single Act in The Hague. During 1986 and 1987, the ratification by the national parliaments, according to the constitutional requirements of each State, took place. The Single European Act, which amended the European Communities’ founding Treaties, came into force on 1 July 1987.
