Two parallel IGC's were called for by the Strasbourg (12/1989) and Dublin (6/1990) European Council Summits, one on Economic and Monetary Union and one on Political Union, to be launched on the 13th and 14th of December of 1990. Preparation for the first included the "Delors Report", prepared by the Committee for the Study of Economic and Monetary Union of the European Council in 1989. This report proposed measures towards economic and monetary union.

European Council Summits
Presidency: Strasbourg Conclusions - 9/12/1989. Calls for an IGC on Econmic and Monetary Union in the following year.
Presidency: Rome Conclusions - 10/1990. Includes the EU Council's stance towards economic and political union in view of the upcoming IGCs.
Presidency: Rome : Annexes - Annex I lays out the manner in which the two parallel IGCs will be organized.
Presidency: Dublin Conclusions - 26/6/1990. Reviews progress towards the Economic and Monetary Union IGC and establishes the IGC on Political Union.
